Mato Grosso do Sul é líder isolado em transparência no Brasil. Dados da Controladoria-Geral da União (CGU), divulgados nessa terça-feira (27.2), colocam o Estado no topo do ranking com nota 9,64. O reconhecimento é resultado de um novo método de avaliação, aplicado entre julho e novembro de 2018, chamado de “Escala Brasil Transparente – Avaliação 360°” (EBT 360°) .
Considerada como “inovação na tradicional metodologia de avaliação da transparência pública”, a EBT 360° passou a contemplar não só a transparência passiva, mas também a transparência ativa (publicação de informações na internet), conforme explica o controlador-geral de Mato Grosso do Sul, Carlos Eduardo Girão de Arruda.
Para o governador Reinaldo Azambuja, a nova conquista estadual revela que o Governo está no caminho certo. “Transparência é um compromisso do nosso Governo; é incentivo para a população participar ativamente da nossa gestão. Essa nova avaliação da CGU reconhece nossos esforços para uma administração eficiente em Mato Grosso do Sul”, comemora o governante.
No Portal da Transparência da CGU é possível conferir as notas de todos os estados e municípios avaliados. No topo do ranking com 9,64, Mato Grosso do Sul está à frente do Distrito Federal (9,62), Ceará (9.47), Santa Catarina (9,4), Pernambuco (9,4) e Rio Grande do Sul (9,32). O Estado também tem nota acima da média nacional que é de 8,26.
Histórico positivo
Destaque no Centro-Oeste e no Brasil, Mato Grosso do Sul vem de uma sequência de notas positivas em avaliações da CGU relacionadas à transparência (que só levam em consideração a transparência ativa). O Estado saiu de uma nota 2,5 em 2015 para 10 em 2017 – crescimento de 300%.
Na avaliação da Rede de Controle, composta por 16 instituições, a nota de MS saltou de 1,4 em 2015 para 10 em 2016 e 2017 – crescimento de 614%.
