Instituições financeiras, consultadas pelo Banco Central (BC), reduziram levemente a estimativa para a inflação, neste ano. A previsão para o Índice Nacional de Preços ao Consumidor Amplo (IPCA) passou de 3,87% para 3,85%.
Para 2020, a previsão para o IPCA permanece em 4%. Para 2021 e 2022, também não houve alteração na estimativa: 3,75%. Essas projeções são do boletim Focus, publicação semanal elaborada com base em estimativas de instituições financeiras sobre os principais indicadores econômicos.
A meta de inflação deste ano, definida pelo Conselho Monetário Nacional (CMN), é 4,25%, com intervalo de tolerância entre 2,75% e 5,75%. A estimativa para 2020 está no centro da meta (4%). Essa meta tem intervalo de 1,5 ponto percentual para cima ou para baixo. Para 2021, o centro da meta é 3,75%, também com intervalo de tolerância de 1,5 ponto percentual. O CMN ainda não definiu a meta de inflação para 2022.
Para controlar a inflação e alcançar a meta, o BC usa como principal instrumento a taxa básica de juros, a Selic. Para o mercado financeiro, a Selic deve permanecer no seu mínimo histórico de 6,5% ao ano, até o fim de 2019. Para o final de 2020, a estimativa para a taxa é 8% ao ano, assim como a previsão para 2021 e 2022.
A Selic, que serve de referência para os demais juros da economia, é a taxa média cobrada nas negociações com títulos emitidos pelo Tesouro Nacional, registradas diariamente no Sistema Especial de Liquidação e de Custódia (Selic).
A manutenção da Selic, como prevê o mercado financeiro neste ano, indica que o Copom considera as alterações anteriores nos juros básicos suficientes para chegar à meta de inflação.
Ao reduzir os juros básicos, a tendência é diminuir os custos do crédito e incentivar a produção e o consumo. Para cortar a Selic, a autoridade monetária precisa estar segura de que os preços estão sob controle e não correm risco de ficar acima da meta de inflação. Quando o Copom aumenta a Selic, o objetivo é conter a demanda aquecida, e isso causa reflexos nos preços porque os juros mais altos encarecem o crédito e estimulam a poupança.
