Com a construção da ponte de concreto sobre o rio Paraguai, em Porto Murtinho, prevista para conclusão em 2021, o movimento das exportações e importações de Mato Grosso do Sul e outras regiões do Brasil com o Paraguai, Argentina e Chile, pela Rota Bioceânica – que unirá os oceanos Atlântico e Pacífico -, representará um incremento no primeiro ano de U$ 50 milhões de dólares (cerca de R$ 200 milhões) na economia no Estado.
O dado estatístico que demonstra a importância do corredor transfronteiriço para o Estado e para o País é uma das conclusões do estudo de viabilidade econômica da rota, elaborado pelo Sindicato das Empresas de Transporte de Cargas e Logística (Setlog/MS). O presidente da entidade, Cláudio Cavol, estima que, antes mesmo da finalização do asfalto no trecho paraguaio, que atravessa o Chaco, o volume de cargas será intensificado com a ligação fluvial.
“A ponte é o elo que falta para essa integração e o caminhoneiro não vai esperar que o Paraguai conclua o asfalto prometido nesse trecho da rota”, afirma Cavol, que organizou duas expedições com transportadores e gestores públicos entre Porto Murtinho e Antofagasta (Chile) para demonstrar a exequibilidade da proposta. Segundo ele, num primeiro momento, circularão mercadorias de maior valor agregado, entrando na sequência às commodities.
Um novo ciclo
Para o governo de Mato Grosso do Sul, em três anos o Estado se tornará um polo concentrador do comércio latino-americano com a ligação rodoviária entre os portos dos oceanos Atlântico (Santos) e Pacífico (Antofagasta). O Estado ganhará em competitividade mundial, encurtando distâncias e reduzindo tarifas com seu principal mercado, o asiático. A autorização para construção da ponte, firmada pelo Brasil e Paraguai, gerou forte repercussão.

O novo cenário que se desenha com a efetivação da Rota Bioceânica – integração física do Brasil com o Paraguai, Argentina e Chile – transformará a economia regional, beneficiando não apenas o agronegócio e a produção industrial, mas a cadeia que envolve o turismo e também o intercâmbio cultural e tecnológico. As projeções do Governo do Estado e do setor privado são otimistas ao apontarem um novo ciclo de forte crescimento de Mato Grosso do Sul.
Para Jaime Verruck, secretário de Estado de Meio Ambiente, Desenvolvimento Econômico, Produção e Agricultura Familiar (Semagro), Porto Murtinho deixou de ser uma região isolada para se tornar estratégica. “Murtinho vem se consolidando como um ‘hub’ logístico dentro da América do Sul”, afirma, citando os investimentos do Estado na reativação do transporte fluvial, pelo rio Paraguai, e a ponte internacional, vital para viabilizar a Rota Bioceânica.
Avanço concreto
A autorização para construção da ponte entre Porto Murtinho e Carmelo Peralta (Paraguai), assinada no dia 21 de dezembro pelo presidente Michel Temer e pelo chefe de Estado paraguaio Mario Abdo Benítez, se traduz “em um avanço extraordinário e concreto” para consumar a integração latina, destacou o governador Reinaldo Azambuja. Seu Governo, nesses quatro anos, focou o desenvolvimento econômico da extensa faixa de fronteira.
“Abrir esse corredor é tornar os nossos produtos mais competitivos lá fora”, diz o governador. “Nos últimos anos sofremos um apagão de logística por um equívoco dos governos anteriores, mas já avançamos muito e a ligação fluvial hoje é uma realidade, com os recursos garantidos da Itaipu”, observou. Um sonho que está sendo possível, segundo Reinaldo Azambuja, “porque o Estado atuou politicamente, buscou apoio dos países, com a força dos empresários”.

Itaipu financia
A Rota da integração encurtará a distância entre o principal parceiro comercial do Estado, a China, em 8 mil Km, tornando assim os produtos brasileiros mais competitivos no mercado asiático. A viabilidade do traçado de 2.396 km, entre Campo Grande e Antofagasta, depende de duas obras: a ponte sobre o rio Paraguai e a pavimentação de 500 Km da rodovia do Chaco paraguaio, de Carmelo Peralta à fronteira com a Argentina, já em execução.
Além da ponte em Porto Murtinho, os governos brasileiro e paraguaio autorizaram a construção de uma outra na fronteira, sobre o rio Paraná, em Foz do Iguaçu (PR), totalizando investimentos de R$ 1 bilhão, incluindo obras viárias complementares. O valor será financiado pela binacional Itaipu. Pelo que foi acordado entre os dois governos e pela diretoria de Itaipu, a parte paraguaia da usina financiará a construção da ponte em Mato Grosso do Sul.
Segundo o Departamento Nacional de Infraestrutura (Dnit), os procedimentos para a construção devem ser iniciados já a partir de janeiro. A ponte entre Porto Murtinho e Carmelo Peralta terá 500 metros de extensão e o projeto inclui a construção de um contorno rodoviário interligado à BR-267, de 11,9 Km, sendo 10,457 Km de pista e 1.460 metros em pequenas pontes de vazão necessárias no trecho, que sofre inundação durante cheia no Pantanal.
