O Governo de Mato Grosso do Sul definiu o modelo de concessão da MS-306, que fica no Nordeste do Estado e liga os municípios de Cassilândia, Chapadão do Sul e Costa Rica. O estudo técnico elaborado pelo grupo Moysés & Pires foi selecionado para estruturar o projeto da cessão.
Considerada uma das principais rodovias estaduais, a MS-306 liga uma importante região produtora e faz divisas com Mato Grosso e Goiás. A administração dos 218 quilômetros de estrada será entregue à iniciativa privada para que as condições de trafegabilidade na via melhorem.
O edital da concorrência que vai selecionar a empresa responsável pela concessão será lançado ainda no primeiro semestre de 2019, após realizações de consultas e audiências públicas. A previsão é do Conselho Gestor do Programa de Parceria Público-Privada (CGPPP) e da Secretaria de Estado de Governo e Gestão Estratégica (Segov).
“A MS-306 será a primeira concessão rodoviária estadual. A empresa vencedora terá que restaurar, fazer a terceira pista, recapear, sinalizar, dar mais segurança para quem trafega e mais tranquilidade para quem usa a rodovia”, destaca o governador Reinaldo Azambuja. Segundo ele, diminuir o tempo de viagem e melhorar o escoamento da produção também são objetivos da iniciativa.
Processo
Os estudos técnicos para a adequação de capacidade, reabilitação, operação, manutenção e conservação da MS-306 foram apresentados em abril deste ano por empresas que participaram de edital de chamamento público. O processo foi vencido pelo grupo Moysés & Pires Sociedade de Advogados, formado pelas empresas Proficenter Negócios em Infraestrutura, Matricial Engenharia Consultiva, R Charlier Sistemas Gerenciais, TESS Consult Soluções e Serviços, B Alvim Engenharia; e Ulticon Tecnologia e Serviços.
A Empresa de Planejamento e Logística S/A (EPL) deu apoio na seleção. “Essa parceria tem sido fundamental para o processo, pois a expertise da EPL em projetos de concessão tem nos permitido adaptar o modelo de negócio à realidade de MATO Grosso do Sul”, explica a secretária especial de Parcerias Estratégicas da Segov, Eliane Detoni.

Com 218 quilômetros de extensão, a MS-306 atende uma importante região de agronegócios do Estado. Ela é polo de integração comercial e de produção entre os estados de Mato Grosso do Sul, Mato Grosso, São Paulo, Goiás e Minas Gerais. O volume médio de tráfego é de aproximadamente seis mil veículos – 65% deles de passeio e 35% comerciais.
