Eleições estaduais pesam na escolha dos partidos por neutralidade

Com a eleição para os governos estaduais indefinida em 14 unidades da Federação, as diferenças regionais foi um dos fatores que influenciou a maioria das siglas a decidir pela neutralidade quanto à disputa presidencial no segundo turno. Até o momento, pelo menos 13 legendas decidiram liberar os filiados para pedir votos tanto para o candidato Jair Bolsonaro (PSL) quanto para Fernando Haddad (PT).  A falta de clareza sobre o cenário político do país após o segundo turno tem feito com que as legendas decidam pela posição “cômoda” de liberar seus filiados, na opinião de cientistas políticos ouvidos pela Agência Brasil.

Professor da Universidade Federal da Bahia (UFBA), o cientista político Joviniano Neto avalia que a diversidade pesou para a indefinição das agremiações partidárias entre um ou outro polo. “O Brasil é uma Federação e estado é uma realidade diferente. Existem estados onde a diferença local é mais nítida, como MDB e PSDB, e em outros onde a diferença é menos nítida e há uma unidade nacional maior, como PSOL”, avalia Joviniano.

A onda bolsonarista, que tem favorecido candidatos a governador, tem ajudado a definir as alianças de acordo com o contexto em cada estado. Esse é o motivo apontado por ele para a neutralidade anunciada por partidos como o PSDB, em que o candidato a presidente derrotado Geraldo Alckmin concordou em liberar os filiadosmesmo após pedidos de integrantes da sigla para um posicionamento mais incisivo contra o PT, como o de de João Doria, que concorre ao governo paulista.

“Onde houve decisão já no primeiro turno para os governos locais, a questão para os vencedores é como fazer com que os candidatos e cabos eleitorais continuem fazendo campanha apenas para a Presidência. Nos outros casos, a dúvida é: como sintonizar o apoio nacional com o eleitorado”, diz.

É o caso de Santa Catarina, onde os dois candidatos Comandante Moisés (PSL) e Gelson Merisio (PSD) apoiam Bolsonaro. Em Rondônia, por exemplo, Expedito Júnior (PSDB) vai concorrer ao governo estadual contra um candidato do PSL, Coronel Marcos Rocha, mas mesmo assim declarou voto no candidato do PSL.

Para a cientista política Maria do Socorro Braga, da Universidade Federal de São Carlos (UFScar), a neutralidade acaba facilitando o trânsito entre os candidatos à disputa local. “No caso do PSDB, como são seis candidatos, penso que o segundo turno terá muito peso, afinal de contas a bancada na Câmara do partido perdeu muitos deputados. Então, ele vai precisar garantir outros flancos de poder”, analisa.

Outro partido influenciado pelas eleições estaduais foi o PSB. A legenda se posicionou favorável à candidatura de Haddad, mas liberou as lideranças no Distrito Federal e em São Paulo – onde disputam o segundo turno- para se posicionarem neutras. Isso porque o apoio aos petistas poderia prejudicar Rodrigo Rollemberg e Márcio França, respectivamente.

O Novo adotou uma posição nacional de não apoiar nem um dos candidatos, porém os filiados têm se posicionado de forma diferente. A legenda, que lançou João Amoêdo à Presidência, preferiu ficar neutra, embora tenha postado uma mensagem dizendo que os “integrantes da sigla são ‘absolutamente contrários ao PT'”. Em Minas Gerais, o candidato Romeu Zema, declarou apoio ao candidato do PSL, na tentativa de se manter à frente na disputa contra Antonio Anastasia (PSDB).

Para Carlos Ranulfo, cientista político da Universidade Federal de Minas Gerais (UFMG), a postura do Novo não é completamente neutra, mas faz sentido com os temores do partido. Segundo ele, devido às incertezas econômicas de Bolsonaro, a legenda evita se comprometer com o polo contrário ao PT. “O Novo é um partido ultraliberal, o mais liberal no sentido da economia que o Brasil tem. E o Bolsonaro é muito ambíguo em relação a isso. Tanto a trajetória dele como a de várias pessoas que o PSL elegeu. Então o partido tem razões para não querer embarcar nessa canoa”, avalia.

Já o PDT, do presidenciável Ciro Gomes, que ficou em terceiro lugar, declarou apoio “crítico” ao PT e, segundo o presidente Carlos Lupi “não tem ninguém liberado” para deliberar de modo diferente.

    LUXEMBOURG, Oct 7 (Reuters) – Germany’s economic model is not broken but Europe’s biggest economy
    has lost competitiveness over the past decade, German Finance Minister Christian Lindner
    said on Monday.

    “We can’t be satisfied with the economic developments in Germany,” he
    told journalists ahead of a Eurogroup meeting.

    The German economy is expected to contract by 0.2% in 2024, an economy ministry spokesperson said on Monday, cutting
    the forecast from a previous projection of 0.3% growth this
    year.

    If realised, this would be the second consecutive year of contraction for Germany’s economy, which
    was the weakest among its large euro zone peers
    last year with a 0.3% decline in gross domestic product.

    Lindner said the government was introducing supply-side measures to
    try to return the economy to growth.

    “After these reforms, Germany will have more competitiveness again,” Lindner said, adding that the growth initiative
    was just a first step for an economic turnaround, “but we have to build on it.”

    AMBITION NEEDED

    Lindner said “ambition” was needed to keep EU public finances in order, or to put
    them back in order where necessary.

    “I can only encourage everyone to implement structural reforms and to make unpopular decisions,” Lindner
    said. “What seems to be unpopular at the moment is the willingness to take responsibility for the next generation and for the stability of the European Union as a whole.”

    Lindner said he could not comment on the French budget plans because he
    had not had the chance to talk with his French
    colleagues yet, but he would do so on Monday evening.

    “We should all realise that the credibility of public finances vis-à-vis the capital markets is not to be trifled with,” Lindner said.

    “We must credibly reduce our deficits and our debt so that we can continue to finance ourselves well and in a stable manner.”

    Mrs Kirkham’s, now made by her son Graham, is one of
    the world’s great cheeses, and this is a soufflé of quiet majesty.
    A mushroom soup is equally splendid, managing to be both light and gutsy,
    while Stornoway black pudding with bubble and squeak and a deep-fried egg is pure Cumbrian comfort by way of Lewis.

    There’s a fundamental generosity here, matched by assured technical precision. Duck
    à l’orange sees a plump breast cooked rare, the skin crisp, the sauce just the right side of bitter.
    It comes with a fat potato fondant and cabbage spiked with shards of smoked bacon. I eat rump of lamb, four vast just-pink slices, drenched in the stickiest, most gloriously intense of gravies;
    by its side, a tiny shepherd’s pie, one bite of pure ovine brilliance.

    Puddings are every bit as fine: a lemon tart, beautifully sharp, with
    damson sorbet (this part of the Lake District is famed for its damsons);
    along with a banana soufflé, this time the classic version but ethereal, served with vanilla
    ice cream and a pot of sticky-toffee sauce to pour deep into its molten centre.
    This is good old-fashioned food, immaculately done, in the sort of pub designed for lingering.
    It’s getting late now, and we’ve an early start.
    But first, another bottle of wine. Dinners like this are
    too rare to be rushed.
