Estados perdem competitividade por causa de violência, aponta pesquisa

Pesquisa da organização não governamental (ONG) Centro de Liderança Pública (CLP), divulgada nesta sexta-feira (14), aponta que estados brasileiros estão perdendo competividade por causa da violência.

É o caso, por exemplo, do Acre, que perdeu oito posições no ranking nacional em decorrência da violência, e agora está na última colocação. Na área de segurança pública, passou de 5º colocado (em 2015) para 20º (em 2018).

De acordo com a pesquisa, desde 2016, “a disputa pelo controle de fronteiras do tráfico de drogas na região, levou a um enorme aumento da violência, de 2015 para 2016, o número de homicídios subiu 86%. Só no Acre, são 1,4 mil quilômetros de fronteiras com a Bolívia e o Peru, os maiores produtores de cocaína do mundo”.

Outro estado com queda no quesito segurança foi Roraima, que caiu da 4ª posição (2015) para 26ª (2018), ficando a frente apenas de Pernambuco (27ª).

As cinco unidades da Federação melhor avaliadas no combate à criminalidade são: São Paulo, Santa Catarina, Distrito Federal, Mato Grosso do Sul e Rondônia.

Em sua sétima edição, o ranking de competitividade, elaborado pela organização em conjunto com a Tendências Consultoria Integrada e Economist Intelligence, avalia dez quesitos de gestão pública: sustentabilidade ambiental, capital humano, educação, eficiência da máquina pública, infraestrutura, inovação, potencial de mercado, solidez fiscal, segurança pública e sustentabilidade social.

Para a diretora executiva da CLP, Luana Tavares, o trabalho conclui a necessidade de uma atuação mais ostensiva dos gestores na área de segurança pública. Ela propõe a “otimização dos serviços e maior investigação dos crimes em um trabalho conjunto das polícias civil e militar”. Também afirmou que a maioria dos estados não tem priorizado ações para o cumprimento da meta das Nações Unidas de diminuir em 50% as mortes no trânsito até 2020.

Rio de Janeiro perde posições com crise financeira

Enfrentando uma grave crise financeira, o estado do Rio de Janeiro vem perdendo posições no ranking geral. Em 2015, estava no oitavo lugar, em 2018, passou para o 13º.

No quesito eficiência da máquina pública, caiu do 10º para o 15º lugar. Em solidez fiscal, está na última posição. Um dos motivos para ficar em último, conforme a pesquisa, é que o Rio de Janeiro acumula uma dívida superior a R$ 90 bilhões, consequência da política de desonerações tributárias e do “excessivo gasto com a máquina pública”, que teriam levado à redução da arrecadação no estado.

Na avaliação de Luana Tavares, a “situação de calamidade financeira” tem impedido uma reversão do quadro no Rio de Janeiro.

Alagoas sobe de posição

Já Alagoas teve o maior avanço na classificação nacional, subindo oito pontos e garantindo a 16ª posição.

A pesquisa indica que o estado reestruturou a dívida com a União, “reduzindo o pagamento de juros e, por consequência, a quantidade de recursos destinados a este fim”.

Dos dez pontos analisados, Alagoas registrou alta em oito e teve o melhor resultado em solidez fiscal. Na área de segurança pública, subiu sete posições.

No ranking geral, São Paulo lidera, mantendo a posição desde 2017, seguido por Santa Catarina (2º), Distrito Federal (3º) e Paraná (4º).
