Prefeitos se queixam de métodos de pesquisa
A Confederação Nacional dos Municípios (CNM) identificou – baseada na estimativa populacional do Instituto Brasileiro de Geografia e Estatística (IBGE) divulgada esta semana – que em 308 cidades do Brasil o número de eleitores é maior que o de habitantes. Metade dos municípios onde ocorre a inversão está em Minas Gerais, no Rio Grande do Sul e em Goiás e todos são de pequeno porte.
Em todo o país estão aptos para votar 146,8 milhões de eleitores, o que corresponde a 70,4% da população brasileira, de 208,5 milhões. Os menores colégios eleitorais do país estão em cidades com menos ou pouco mais de mil habitantes.
O município com menor número de eleitores é também o menor do país em habitantes: Serra da Saudade (MG), com 941 para 786 habitantes.
De acordo com a pesquisa da CNM, a maior diferença entre o eleitorado e a população residente ocorre em Canaã dos Carajás (Pará). A cidade tem 3.805 eleitores a mais que habitantes. Em Severino Melo (RN), Cumaru (PE) e Maetinga (BA), a disparidade entre eleitores e residentes também é maior do que 3,2 mil.
Números
Em relação aos municípios que têm menos eleitores entre os habitantes, Balbinos (SP) é o primeira do ranking, com 5.532 habitantes e eleitorado de apenas 1.488. Em seguida, a proporção de eleitores em relação ao número de habitantes abaixo de 30% ocorre em cidades do interior do Pará: Água Azul do Norte, São Félix do Xingu e Ulianópolis.
As capitais representam os maiores colégios eleitorais. Em números absolutos, São Paulo lidera a lista com 9 milhões de eleitores, o que representa cerca de 6% do total brasileiro. Em seguida, vêm o Rio de Janeiro, com 4,8 milhões de eleitores (3,3,e Brasília, com cerca de 2 milhões de eleitores (1,42%).
Análise
O levantamento da confederação, baseado nos registros do TSE, ressalta que as diferenças ocorrem pela distinção entre os domicílios eleitoral e civil, o que permite que o eleitor more um uma cidade e vote em outra.
A concentração de eleitores em locais com maior atividade econômica e migração constante de grupos populacionais, como ciganos e assentados, também contribui para a diferença, segundo a CNM.
“Morar numa cidade e votar na outra é possível, não é fraude. Não tem má-fé aí. São várias situações. São todos municípios de pequeno porte”, afirmou o presidente da confederação, Glademir Aroldi.
Ele disse que há situações em que os jovens saem para estudar em outras cidades, mas mantêm o domicílio eleitoral no município de origem. “Há muitas cidades litorâneas onde a pessoa acaba adquirindo imóvel, mas reside e trabalha em outra, e com o tempo transferiu o título pra lá também”, observou.
Queixas
Outro motivo apontado por Aroldi é o fato de que o número real de habitantes de algumas cidades pode estar subestimado. O próximo censo do IBGE está previsto para ser feito em 2020, e a estimativa mais recente do instituto foi baseada no censo anterior, de 2010.
“Há reclamações de prefeitos de que o censo do IBGE não foi feito [em algumas dessas cidades]. A população pode estar subestimada, muitos municípios alegam isso. O município diminuiu no último censo feito pelo IBGE, mas a população pode não ter diminuído ou ter aumentado alguma coisa”, reagiu Aroldi.
Para a CNM, equívocos como esses têm impactos para a população e o município. “Isso traz prejuízos enormes para o município porque os programas e recursos do governo federal são distribuídos de acordo com o número de habitantes”, disse Aroldi.
